Mabui [aka Raikage/A's assistant] has the ability to transfer matter over long distances at the speed of light.

My one question that I've thought of is; has she ever considered using it on herself or other ninjas? Since everything, including chakra is consisted of matter, she might have the ability to basically teleport people, faster than even Madara/Tobi.

Just an interesting point I thought of.

Do you think she would be able to do so? Or is there a reason for there not to be so? [Apart from Plot No Jutsu]

Although everything is made up of matter, it doesn't mean everything has the same base characteristics, living things are much more complex than solid objects. People are made up of mixtures of numerous liquids, gasses and solids, so the logistics of transporting that would be much different to transporting a toaster of a log. So I'll assume she can't use it on herself or her fellow ninja.

Yeah I was considering the same thing, but it would be interesting if she developed it to the effect where she could use it faster and on living material xd

I would prefer it if it were slower, but she could use it on people. Then they can't overuse it.

Madaras warping ability is diffrent from Mabuis. As you stated hers seems to be similar to the 4ths FTG, where as Madaras juitsu warps people to a sepreate dimension(like he did with Karin himself and Sauske).
