It's hard to tell what the best jutsu is, since every jutsu has some advantages and disadvantages.
Take Pokemon as example: Fire has an advantage to plant pokemon, but plants have an advantage against water, and water against fire.

remembering the chapter when Naruto used a rope to capture sasuke and transformed on him to be with sakura the whole day, this happened during the first day team 7 got together on the first season

I wouldn't call it the best necessarily but my favorite technique most of all is Gai's Hiru Dora (Noon Tiger). The fast punch used against Kisame in their final match. That was taijutsu on a whole different level!
