There is no "best" jutsu. Are are a lot of extremely good ones, and depending on the user, they can be put to a better or worse use.

i sort of agree thre is no best jutsu beacuse

lightining vs air air wins but air and something something wins the only reson i chose amaterasu and susano is that they dont really have like a enimy like chidori and rasengan

Amaterasu is regarded as one of the strongest ninjutsu, but a weak amaterasu was easily countered by sand. a weak susano'o was cracked by taijutsu moves. And even they have their counters. Amaterasu can be countered with shinra tensei, or something that Tobi uses. Susano'o can be countered with genjutsu most likely (sound or visual). They all have weaknesses and strengths and that's why I cannot pick just one and say "this is the best"

Itachi's tsukyiomi was the best genjutsu, but tsukyiomi in itself is not the best if not used properly. So there are variables that matter.

I would say that the most powerful jutsu ever will be beast bomb rasengan.Best tactical justu must be FTG. the rasen shuriken is also very powerful, it kills of every sell of every cell in your body, impossible to survive if you don't have susanoo i think. BUT when it all comes down to power the beast bomb will be the best jutsu, BELIVE IT!

The strongest (not destructive): Dead demon consuming seal, Eight trigrams seal
Most destructiva: Chibaku Tensei, Shinra Tensei, TBB and TB Rasengan, Rasenshuriken, Kirin and Deidaras big bomb
Other: Izanagi, Tsukuyomi, Sage Mode, Raiton Cloak, Rasengan, Raikiri

and Edo Tensei, but i think there is a big drawback somwhere in ET

FTG hands down. It makes no noise and produces no puff of smoke, allowing the user to appear behind someone unnoticed Furthermore, if an object marked with the seal may touch the ground, tha user will immediately know the position of everyone close to the object. This technique also possesses surveillance purposes as he can continuously sense where anyone is as long as the seal is on them. No matter where an opponent is, the user arrives directly next to them. The jutsu is also very unique because it requires no use of chakra, due to a special secondary seal that emits the same chakra as the user, allowing him to have an instant connection to the area.
