Could,be but its doubtful. Japan is still in a state of emergency, and a lot of the plants/ resourses are being used to keep further disasters form happening take priority over the manga/anime.

I've always wondered about the Manga and Anime makeing process. Are they made like weeks or something in advance or like done on a weekly basis or something like that

I care more about Japan right now. They're a hot mess (not being insensitive), and considering everything right now I doubt that there will be an anime or manga tomorrow, however I don't think the delay will be long a whole industry like this isn't going to shut down like that unless directly hit and destroyed, it's too popular.
