and right after he sees them starting to melt he tries to put more chakra into susanoo, but hes out. Its harder to get thru armor then bones and jutsus are stronger the more chakra you can put into them.

Either way... mizukage MOST LIKELY has way more than Sasuke...
In terms of CHAKRA LEVELS, we HAVE TO ASSUME that:
Mizukage = Raikage = Tsuchikage = Kazekage = Hokage

1) they are all at kage level...
2) It has not been proven that one of them has more, so you HAVE to give them the benefit of the doubt.

They also aren't all the same age even tho they all share the title of kage gaara is 17 or something, Tkage is 60s or 70s the 3rd vs oro fight shows that age affects your chakra levels and skills so Tkage should have the least chakra of the kage being as old as he is, with kaze/mizu and hokage falling somewhere between raikage and him.

1= A the Raikage and Ónoki the Tsuchikage
2= Mei the Mizukage
3= Danzo
4= Gaara

I think castiel wants us to make a list of the strongest kage in there category of the 1st, 2nd, 3rd etc. For exAmple:

Strongest 1st kage; this includes each respective son-kage in each of there villages for example 1st hokage, 1st raikage, 1st mizukage, 1st tsuchikage, 1st kazekage.

Then strongest 2nd kage, from all the respected villages: 2nd hokage, 2nd raikage, 2nd mizukage and so on....

Correct me if I'm wrong man. I think this is what u meant.

Well back on topic mine i think.

1st kage : hashirama( beating Madara by throwing wood around is hectic$
2nd kage: probably muu with his special blood line expansion
3rd kage : sarutobi god of all shinobis I think he was called
4th kage : minato yeh because his minato
5th kage : is probably mei over tsunade or gaara.

1. 1st Hokage: Able to control tailed beast and Wood Release (not like Yamato's but alot more powerful and which I believe also had special abilities).
2. 3rd Hokage: The "God of Shinobi" in his prime, nuff said.
3/4. 2nd Tsuchikage/4th Hokage: I really need to see more of Mu but he does seem powerful though i.e dust release and invisibility.
5. Gara: weakest out of the 5 kages IMO

3.1st hokage (Strongest of the strong in his time, Bloodline of wood only he could use...Has tails pets which is kool )

4.MUU(idk even though hes got blood line extention of Dust...dont let it eat u 2 much as u dont knw the true power of it)

5.Gaara (1 of the youngest to be kage, perfect defence which i dont think its so perfect lol)
