The best character in my opinion has to be Shikamaru. He's not the strongest but his smarts make up for his lack in power. His only real weakness is to slack off which doesn't matter in battle, and technically he single handedly killed two Akatsuki members with his intelligent's. Of course Kakazu had to die a few more times and Hidan isn't "dead" but he beat them and saved Kakashi. Also his overall personality is something notable among the Naruto characters. He stands out with personality alone. He's not my "favorite" character but out of all the Naruto characters I'll agree with anyone that he's the best.
The worst would most likely have to be Tin-Tin. She doesn't have the luxury of screen time. She's dull and boring, in her personality and overall character. She's a weapons specialist which sucks. Though you can expect Shikamaru to manipulate his Shadow jutsu to his advantage his moves just don't get boring. After he captures someone the whole atmosphere changes. But who really cares about seeing a shurikan or kuni fly out of a scroll a whole bunch of times? She's always missing too, ever notice that? Tin-Tin is the worst of them all.
