Naruto is fast but he can't travel long distances at a second like minato and madara, I mean those two can travel to another country in a sec, so basically naruto's rapid movement is just because of speed precisely like the fourth raikage, but minato and madara can use space-time techs so you can't compare them to each other except in a close range combat.

Madara and Minato teleportation techs are like Goku's Instant Transmission.

Madara's and Minato's teleportation techniques are better for traveling long distances or closing the gap with a long range fighterthey are fighting.

Naruto, and Raikages speed is best for close/medium range taijutsu.

Sasuke is pretty fast as well and that would be crazy if he copied Raikage's Raiton cloak with his Sharingan and is now super fast too.
