Anyone care to explain how Akatsuki is attacking Konoha even though this isn't in the village system?

Not to mention the entire perimeter of Konoha was surrounded by Deidara's mines as well as trees made of Konan's explosive paper tags.....

So everyone who rushed in has been killed.
