Our Kekkei Genkai, the Byakugan, gives us the ability to see chakra and chakra networks. We also have telescopic vision as well as a 360 degree field of vision that has a single blind-spot, located at the back of the neck where the brain stem and spine connect. Through the use of these abilities, our ancestors created a form of Taijutsu, known as the Jyuuken, that involves the insertion of chakra into our opponents, whether it be to block the flow of their chakra network through targetting their Tenketsu, or causing damage to their internal organs.

*I heighten my chakra flow, closing my eyes, following it's circulation. I then move a large amount of chakra into my right hand. I then move into a fighting stance with my right hand behind me and my left in front, turning to my left as I do so. I then shift my weight forward as my right hand moves quickly forward, hand open, as if to deliver a palm-strike. As my arm reaches full extension, I release the chakra from my palm, allowing the rest of the chakra in my hand to follow it. *

Have perfect chakra control! Manipulate your chakra, but don't forget to dominate every part of your body.In this case, to push chakra to your hand, you forgot to push chakra through your feet, and thus you were unable to stay above water

*I pull myself out of the water and pull myself to my feet atop the surface and, after expelling a fish from my mouth, I focus on my chakra flow once more. I get into the same stance as before and focus chakra into my right hand, this time being wary to focus on the chakra in my feet being used to keep me on the surface. I then shift my weight forward as I perform another palm-strike-esque attack, releasing the chakra in my hand out of my palm, letting chakra in the rest of my hand follow it, still keeping very wary of the steadiness of the flow to my feet.*
