Why? Because....
1) even Pain himself admitted that his powers 'paled compared to that of the Sages.
2) He was the first and only one to truly master the Rinnegan, giving him the ability to manipulate all types of elements to his will, including the Yin and Yang. (in other words, he pretty much mastered every single jutsu)
3) the sage was said to come down from the heavens itself during a time of turbulence to bring peace. ****ing heaven. We re on par with Gods here....
4) of course worldwide peace cannot be achieved in a single lifetime, so the Sage gave his eyes to one of his sons (uchiha) and his physical strength to his second brother (senju) in the hope that one of them might achieve his dream. This means that the sage had the combined powers of a senju and uchiha.... That speaks for itself, really.
5) now onto the big guns: the sage was so powerful he was able to defeat the ten tailed beast in a fight that shaped mountains and created valleys. But not only that, the sage was so powerful he was able to contain the beast within himself, for a few hundred years before splitting it's chakra into eight parts, and blasting its body to space on a piece of rock with chikabu tensei. This rock is what we call the moon. Just think about it. The moon is the size of ****ing Australia, so imagine how much earth and how much chakra it would have taken to achieve such an impossible feat. Pain's chikabu tensei was probably 1000th the size of the moon at most. But I'm not done yet. The ten tailed beast is the combination of all the tailed beasts into one. Nagato can't even handle the nine tailed beast in it's six tailed form. That's just to give you a comparison of how powerful the ten tailed beast is, and how impossible it was to beat it.O.O
