True,the KG requires Wind and Water.
But you can still make a bio,and train for the KG later.
And Egd(something),don`t act so mighty,the anonymous 4chan guy just won the argument.

It's indeed true that you only need permission from Rei or me for an ice custom bio and not for a Haku bio, however you still need to have mastered both water and wind. It's indeed true that Haku didn't had to mater those two elements to use ice, however it's a restriction placed on that character. You need to be at least of S-class (wind and water don't have forbidden-rank jutsu's) to make a Haku bio.
The bio was born with the kg so you cant alter the history to when the bio didnt have the kg, so they cant make the bio. On the other hand with uchiha bio, you can make a sasuke bio without the sharingan, but the history must be before he unlocked it.
