To preform this jutsu, step by step, you will first make the handsigns and project an extremely large amount of Suiton chakra into the air, so let's start with that.

No. This technique is more...instantaneous creation.

Now, this jutsu is interesting. You have to use your Suiton chakra to turn all of that chakra into water - a massive wave that can sweep past the enemy.

It's a simple operation in itself, but the sheer scale of it is what makes it difficult.

The more Suiton chakra you channel into the air, the easier time you'll have (probably) forming the wave.

See - that' what I meant. The jutsus scale makes it difficult. You're trying to reproduce a natural wave. If the top gets to heavy or moves to fast, the wave will collapse upon itself. If the bottom doesn't form right, it'll go to far ahead or lag behind, causing the wave to collapse upon itself.

Try again. Think about how a natural wave forms.

As I turn the chakra mass into water, I tighten my clasped hands and focus on the weight of the wave's crest, trying to keep it just heavy enough to make the wave continue to move forward, but keeping it light enough so that it doesn't overcome the trough.*

Alright, first, for this jutsu, it requires you to make the handseals and release a lot of your Sution chakra into the sky - you want to gather your chakra so that it can form a large cloud.

Begin by simply projecting your chakra into the sky and gathering it into a large cloud.

Alright, now here's where it gets tricky. You have to release the Suiton chakra, and let it fall as rain, but you need to keep a lock on the chakra - if you do it right, as the chakra hits the ground below, the signals it sends will give you a complete map of the ground.
