I don't know why I missed that before, but you are absolutely right. Using all of the references of "that jutsu" together certainly give a totally different idea than using the references seperately. My theory and all my statements have been made by using all the references. Using all the references together it's impossible for "that jutsu" to be Kyuubi control or the tailed beast bomb.

When Jiraiya tells Naruto here not to use "that jutsu" and Naruto responds disappointed, leads to "that jutsu" being something Naruto has already learned but not completed. The Kyuubi control and the tailed beast bomb are both things Naruto only recently learned so with those mentions of "that jutsu" used to represent the same thing, it can't be either of them.
Looking at each mention seperately would create a total different theory. Because the references of that jutsu were all vague and in similar fashion, I feel they each have to be related and referencing the same jutsu. Hope to get some exact clarification at some point.
