yes he must mean hanzo, and Hanzo was ressurected by kabuto.

Possibilities are:

1. Nagato's soul whose regret is the death of Yahiko could fight back against Hanzo
2. Naruto since he defeated Pain who defeated Hanzo
3. When Jiraiya-Tsunade and Oro fought with Hanzo, the three became the Legendary Sannins. Perhaps the new 10 generations of Konoha (Shikamaru, Neji, Lee...) will fight him and become the Legendary 10 of Konoha!
