Actually your wrong, Rasengan is pure chakra and is in the ninjutsu list not the wind jutsu list. Secondly he can actually learn the Rasengan as you don't need all the ninjutsu before it to learn it. But of course he must be jounin at least for the rank.lmao xd dude you really make my laugh...

There both different jutsu it says so on Narutopedia. The original rasengan is pure chakra, the rasengan Naruto used against Kakashi and the one Naruto used with Yamato is a rasengan with wind element in it but not to the extent of Rasenshuriken. But I think this guy meant the normal Rasengan, which anyone can learn straight away as long as they have the right rank.
