Okay, concentrate wind chakra into the palm of your dominant hand. Focus on the cutting nature of wind making the chakra sharp enough to slice through hard materials. Once the wind chakra has been created, swipe that hand towards the target while releasing the chakra. This will create a sharp arc of wind that slices through your target.

Try it out on the dummy over yonder.
