Yes i believe so..i thnk even ten-ten has the rinnegan i think from the recent manga we can deduct that everyone is born with a rinnegan they just need to awaken it :|...you know ten ten is very good with weaponary so she can also have rinnegan. .:|

And i had a theory..since everyone is the shinobi alliance might have the rinnegan so isnt it possible that even zetsu has the rinnegan..so see in that way there forces will be equal..think about it 10000 zetsus all of them with rinnegan against the shinobi alliance all of them with the rinnegan.makes sense to me...:|

if every1 can awaken the rinnegan then why did madara have to give the rinnegan to nagato in the first place? also not eveyone could have it because of kekkei genkai they already have i.e madara's 'eternal' mangeyko sharingan meaning he needed to implant the rinnegan? just a thought
