no... i've frozen the water that is on you and has been absorbed into your clothes and stuff. it's not a rain move it just uses water on you.
it's no longer rain or water it's ice and it is water that has been there for a few turns now.

Ok well it slows my movements, it doesnt damage too much.
I use the same moves i do, reverse rain now even though some as hit me.

I use wind style Pressure damage to blast off the lake freeing me and avoiding the vortex.
