people are underestimating sai....he is a anbu op and danzo's best student for crying out loud he is way stronger than neji and all of the leaf students except naruto and he figured out sasuke's the saringan out in just minutes when they faced him.

Well personally I believe Sasuk & Naruto will take their Chunnin exam together and fight each other ^^
Naruto is offered Hokage but Kakashi says he must pass the Chunnin exam and so does Sasuke....

Naruto > Shikamaru > Neji > or = Shino > Lee > Sai > Hinata > Sakura > Kiba > Choji > Ino > Tenten
Obviously naruto is first-doesn't need to be explained.
Then come the expert strategists who rely mostly on their brains, which makes them stronger than those who use pure force. Shikamaru is the smartest (duh) followed by neji and/or shino.
Next are the ninja who rely on brute force, who are exeptionally strong, but make a lot of stupid mistakes in battle. First comes Lee (the fastest and strongest), followed by Sai (also fast and is sometimes strategic), then comes Hinata and Sakura who both rely on their super-powerful fists but don't make any battle plans (I have to say Hinata first though, because at least she has Byakugan).
Finally come the ninja who are not incredibly strong, have limited jutsu, and make no plans during battle. Kiba is first because he has the most range of jutsu with Akamaru, then Choji because he is the most powerful of the last group, and then finally Ino and Tenten, who basically have a max of two jutsu and a bunch of weapons (both of which can easily be avoided by a ninja with experience.)

my personal list (with some insight into my train of thought):
Naruto (duh)
Shikamaru (great analytical/tacktical mind, sure to find the weaknesses and a way to exploit them in every ninja and great leader, capable of adapting his plans quickly when things change)
Neji (prodege of the hyuuga clan, sure to be hard to beat would take a very inteligent ninja to beat him, and he is a jounin already)
Shino (highly underestimated due to not having to much fight time, and not only good for fighting but also tracking and spying, a very complete ninja, and he has shown me that he also is highly inteligent)
Sai (also underestimated but his ink tech and spying abilities give him an edge for me)
Hinata (also a hyuuga genious, it took her some time to grow but she got the stuff, like with those bees in that filler, I was amazed, and she stood up to pain, she got guts)
Lee (taijutsu master, and can open celestial gates, not to mention the drunken fist
)
Sakura (sure she got power, and her medic skils from tsunade, but she is still to linear in her fighting, has not shown to have many jutsu masterd)
Kiba (excelent tracker but also his jutsu doesn't seem to have changed since the first part)
Choji (good for support, but probably isn't capable of much by his own unless he is called a fatass or uses his pills)
Tenten (weapons only but her attacks are always so spread out, and not focused, unncecery energy loss in my oppinion)
Ino (good for interogation, but in a fight she only demonstrated that mind swtich tech, not realy a fighter in my oppinion)

i honestly think that people r puttin the people they like the most on here instead of who's strongest. i mean sai, rock lee, and even sakura!!!!! over Neji?????? can we b serious please??!!!!!

Neji, i had a hard time with this pick becuz both Neji and Shikamaru r both considered geniouses but i think that i would easily say that shikamaru is smarter but not by that much. but Neji's battle strength imo far exceedes shikamaru's cuz the only real knock on Neji was that he was a close range fighter n that lil weakness to the byakugan but u'd have to b really smart n really strong for it to even make a difference. anyway that's y i put him next due to the fact that he fixed the distance problem wit that air palm thing.
Shikamaru, cuz i honestly think that if he had the chance he could beat everybody else on this list with relative ease.

Im finally starting to get respect to this forum. People putting Shino so high is cool. But i still don't get two things.
How is Shikamaru>Lee and how is Shikamaru>Shino? Even if Shikamaru would catch Shino, then he could send his bugs to eat his chakra/him. And Lee is too fast to be catched by shadows.
And there is no chance for Sakura>Shino or Sai>Shino. They both can't do crap.
