I don't use my Raiton AS your using Lightning Burial. I'm using it BEFORE you use it.
And since wave of inspiration can be used very fast you don't have time to use your Lightning Burial.
While your getting hit or avoiding my Raiton, I'm using my Doton. And you don't know about it because you are focusing on the Wave of Inspiration.

Ok let me explain this step by step
-You start to use Lightning Burial
-I use Wave of Inspiration at you
-You see my raiton and stop your jutsu so you don't get hit
-while you are focusing on my raiton I use Underground Projection Fish Technique
-you don't know where I am after you dodge my raiton
-I come up behind you without you knowing
-I use my Split Earth Turn Around Palm, while you still don't know where I am
-I bury you up to the neck without killing you and preventing you from using jutsu
-I win

Well his Burial is a Long range jutsu your Inspiration is Short-Mid.

His jutsu would hit you first. sorry to interrupt ^^
