We see that Kabuto has perfected the Impure world resurection technique. Does that mean that the people will still have thier own personalities and free will or does kabuto have control? Also, Would itachi have eyes since madara implanted them insasuke?

Remember when Orochimaru brought back The First and Second Homage? They had their free will until Orochimaru place a kunai in each with a tag to control them. We can assume Kabuto has done the same to prevent Madara from commanding them.

I think they will have their personalities but it would be pretty cool if nagato somehow rebelled against him and helped naruto.

I think he means does perfecting IWR mean that you DONT use a kunai for control i.e. Kabuto can control the summons like puppets instead of having to put a kunai in them and they have no personalities just their abilities?

I believe that may be one of the attributes of perfecting it. Another might be the summons come back at almost full strength whereas Orochimaru's were nothing but shadows of the 1st & 2nd's true power.

Ther resurrected people in oro's summoning did have their original chakra(please remember the ANBU memebers speaking about the huge increase of chakra in the 1st and 2nd after a lapse of time), the problem is he just okayed around a bit too much with Sarutobi

Well Nagato and itachi will have their eyes, since their spirit will be hosted by a dead body, wich takes their appearance, powers and personality.
However I am sure that kabuto wil lat least restrain Itachi and Nagato from having free will.
The others might keep their will.

Kabuto dose need to keep both Itachi and Nagato on a short leach, the way they died, they were anti Madara and would be anti Madara if they had free will.

Kabuto still has some control over them, since he says it himself, he places a Kunai to control them to a point, he still want's them to have some free will and stuff like that, maybe not as much free will with Itachi and Nagato, than Deidara, Kakuzu, Sasori and Possibly Kisame.
