Noobish photoshop question

I dont really know If this is the right place or not but w/e.
So I was wondering if there is some way to select a area of the picture u are using in photoshop and make that area not effected by any effects u use.
Ex: I select a area then lower the blue tone of the whole picture but the blue in the area I selected stays the same.

So is there any way to do this? If yes pls tell me.

Simply use the tools listed..select the area you want to change; leaving the portion you dont want to change untouched.

Also it could be a good idea to copy the part that you don't want to be affected onto a new layer and don't use any effects on that layer. Also you could use use vector mask and just erase the effect part of the place you don't want it to be on.
