1. Sage of the six paths- clearly the best founder of the ninja world and first one to utilise chakra and posseser of the rinnegan
2.the 1st- founder of konoha and the kage system, control over bijuu's and jinchuruki's and master of wood ninjustu
3.Maadara- co founder of konoha, posseser of EMS, control over kyuubi and space time ninjustu overshadows the 3rd
4.4th hokage- advanced space time ninjustu, beat the kyuubi and the greatest genius shinobi in konoha history ( could have gone higher if lived long enough to advance his strenght)
5. Pain- fifth cuz i dont have much info on him, possibly the 2nd strongest

My only gripes with that one is I'd replace Pein wit Itachi only because he was super badass and one of the smartest shinobi in the Naruto Universe. He thought of everything years in advance. And I flip flop the 4th and 1st hokages its stated that the 4th was the greatest shinobi Konoha has ever known. and He was only limited by his untimely departure. I think he may have been fighting more than the 9 tails if he was said to be stronger the all the previous kage's.

Sorry mate,
- Naruto almost surpassed Kakashi. He is inferior to Orochomaru.
- Sasori was defeted badly already,
- Sarutobi was no match for Orochimaru which defeted by Naruto [in Jinchuuriki form, I mean could have been killed if naruto wasn't stopped by Yamato].
