Rain is a combination element of water and wind natures, people of the rain village created it as special techniques of there own to use it to sense the enemies movement and attacking them from a not suspected place which is from above, its very useful element in combating multi enemies at once, since it covers long ranges of the field, usually, it takes the shape of heavy rain from the clouds, and the clouds are needed to use this element.

and no...rasengan and chidori are high speed jutsus, plus this is a lower rank jutsu so it wouldnt really harm them o-o

Also note, that you can manipulate this jutsu, so that instead of gathering a bunch of drops and forming one bullet, you can fire of smaller (less powerful rain bullets)

I didn't mean to combat it, I meant to use it to send them back as they come with it in there palm.

I charge the rain drops with more chakra and with concentration and meditation making my second xd sticky item's idea become reality over your clone covering her with a sticky liquid.

I thought I already have done that xd , but anyway, I charge the rain drops with more chakra and focus and meditate them to become cums as they cover your clone xd making her unable to move as it buffs off and join its memory with you xd .

II charge the rain around me with great chakra amount making my self disappear with concentration, muhahahaha, runs around naked in the rain xd , then wear my clothes and return to normal.
