rain is an element from amegakure, its the combination of wind and water. Naturally rain is created when large sources of water evaporartes and rises to the clouds, Then in the sky it gets cold and the steem in the sky evoparates(spelling) making drops of water come from above. and we ninja can use it as an element.

(Ame Tama no Jutsu) - Rain Bullet Technique

Description:By focusing chakra into the user's hand they are able to gather rain drops towards their palms, the rain is molded together by chakra and forged into a high pressured orb. Once done the orb will shoot away from the users hand and the user will be knocked back. If it hits the enemy the enemy will be sent away flying or unbalanced.
This jutsu calls for you gather and focus chakra into your hands to gather rain drops around your palms to form a rain orb that can be used as a bullet.
Being that you used chakra infused rain, you'll be able to gather not only more rain, but at a much faster pace. And when it comes to a battle it's all about the quickest draw (sometimes )
So lets start gathering some rain drops.

ok I gather the rain drops that are falling on my hand using my chakra, Its easyer since the rain is made up of my chakra too then I send the bullet of rain drops to a random tree

Also note, that you can manipulate this jutsu, so that instead of gathering a bunch of drops and forming one bullet, you can fire of smaller (less powerful rain bullets)

Description:When user makes it rain and then changes the compounds of the water(materials in the air).Then makes the rain sticky which binds the opponent in place for 2 turns.this jutsu lasts for 2 turns.
Focus your chakra that is already inside the rain drops. As your focusing your chakra think of sticky items...xD.... and the rain itself will become glue like and bind your opponent where they stand.

ok I focus into my chakra on the bullets then think of melted cheesexd then the rain becames sticky to make ur clone unable to move
about all the rain jutsu that make the rain change into something else do they effect 1 area of my chooseing or everywhere except me?

In the words of Goro Kaguya: Rain takes a lot of concentration. You must focus on every single raindrop..kno it's location its size the speed at which it is traveling....everything. So that that one rain drop can be combined with the millions of billions of others to make an attack....
Remember that.
