At the moment I'm going to say no. Given the dynamic of the current map layout all being encompassed around the Delegate regions/territories, any attempt to lay claim to anything that falls within one of the factions would be counted as an attempt to instigate conflict within the RP. And we all known how unsanctioned conflict tends to go in the NW.

That being said, there will likely be plenty of activities and interactable events that will take place with these same Delegates wherein players will be tasked with infiltrating the opposing regions, causing havoc, gathering intel, etc. So feel free to keep an eye out for that.
