I said the 4th Raikage's strongest attacks were merely cracking Sasuke's ribcage Susano'o, and the same goes for the Mizukage who slightly melted the ribcage and Danzo just managed to open a spot using his wind style, Sasuke on the other hand obliterated Itachi's Susano'o along with the Uchiha hideout which is proof that early Shippuden Sasuke was a high-Kage level.

Spoiler: Sage Mode Naruto too has nothing on the Susano'o.

And yes no kage has an attack that compares to Kirin except for the god tiers.

It neither boosts strength nor speed. only reaction time.
Naruto has his own natural gifts to match the Sharingan such as his own vast amount of chakra that enables him to create a 1000 shadow clone, create more Rasengans than Sasuke can create Chidoris, and last longer in battle. but he's using the Nine-Tails power on top of that, which is not fair.
