Well, not really underrated as much as completely overlooked. These are some of the most impressive feats/facts I've noticed about Sasuke that are underappreciated:
1- Sasuke beating 1,000 Ninjas unscathed while holding back:
This feat is more impressive than you might think because aside from making Orochimaru recognize his inferiority to Sasuke, this feat is also comparable to the 3rd Raikage's feat of holding his own against 10,000 ninjas before dying after three days of fighting
If you compare both of them you'll find that Sasuke is actually the more impressive one. And had Sasuke's feat been more widely known, he might have had a flee-on-sight order like Minato. Who knows.
2- Killer Bee stating that Sasuke is the strongest ninja he ever faced:
Impressive considering that the strongest people that Killer Bee fought that we know of, are the 4th Raikage and Minato
And Killer Bee considers Sasuke above them.
It gets better when we know that the Sasuke that Killer Bee fought was only a watered-down weakened version of early Shippuden Sasuke:
3- Kirin:
Something I've noticed when it comes to Kirin, there's not a single Kage who actually has an attack on that scale except for the god-tiers. The 4th Raikage's strongest attacks were merely scratching Sasuke's ribcage Susano'o. On the other hand, Kirin one-shotted Itachi's Susano'o along with the entire Uchiha hideout. It is easily a bijuu bomb level attack.
The only one who performed something comparable was Oonoki while amped by Tsunade.
The fact that Sasuke had an attack on that scale from the start of Shippuden solidifies that he was at least a high Kage level from the start of part 2.
4- Sasuke being compared to the Sage of The Six Paths in terms of skills
All the others were only compared to the sage in terms of power-ups or ideologies. And keep in mind that Sasuke was still only 17. Meaning older versions of Sasuke are probably even better than that.
5- Sasuke physically keeping up with and beating enhanced characters with no physical enhancement of his own:
