Technically Momo's not a "SMILE" eater because he ate Vegapunk's artificial fruit which it seems Caesar was trying to replicate but couldn't without the side effects.

Yes it was stated to be his and it was stated somewhere also that he believed it to be a failure so he probably didn't continue developing it.

Exactly why Momo's a perfect smile user. Ignore the "smile" label, and the fruits are just attempts to make Vegapunk's own. That makes Momo a perfect smile if Caesar envisioned smiles to be what Momo is.
