Contrary to Teno's check, I'd say that the disc does require physical contact, ergo the strike, in order for the shockwave to be released. I interpret the final sentence ("This technique allows one to create a shockwave while falling in the air, or while trapped in a body of water or mud.") as simply a fluff statement on the jutsu's utility, since the description's first sentence states that the disc can be created anywhere within arm's reach of the user basically. Not sure how it was decided that the disc doesn't require the stated physical strike in order to produce the shockwave, if the statement about the shockwave is meant to have any value. Even if it is a mistake of wording and the original intent was to make it so that contact wasn't required, the content of the jutsu directly states the shockwave is triggered by physical contact.
Now, the matter of Lgeezy's response to the use of the disc. While there's definitely something to be said on how this technique should be treated, especially in the context of boosts being applied to it, I'll say that Lgeezy's response to the disc technique is invalid, since it doesn't respect Teno's check. It stated that the fight was to be continued with the shockwave having broken the Wind technique. Lgeezy instead chose to reply in a way that was different from what the Sensei check mandated. I'm aware of the messages between Lgeezy and Teno, and this was something that should have been included in the onsite ruling. Discord DMs are no substitute for onsite rulings or checks. I've also considered the possibility that when Teno responded to Lgeezy's message, which in my mind is most likely what happened, regarding the validity of the boosts, he didn't think about whether the shockwave's lower damage numbers would make a difference as to whether or not the bubble would be broken, hence why the ruling wasn't amended. Whether it is simple negligence, insofar as he was only focused on the question Lgeezy had and not the potential implications the answer would have on the fight it pertained to, or just being incorrect doesn't matter. Discord DMs do not supersede onsite checks. As it stands, the official ruling given by Teno remains that the bubble of wind is broken by the shockwave. If there was any change to be made to the ruling, it should've been edited in.
Now, since Lgeezy's move is being ruled invalid, this means he would be hit by the shockwave released by Zatanna. Now, in order for the shockwave to break through the bubble, which it does as per Teno's ruling, the boost needs to be active. Therefore, Lgeezy is hit directly by the shockwave, and it is now Zatanna's turn. Continue from here.
