why woudnt he take those out they probaly hurt and imobileize him which is probaly whyhe fights with pein instead of face to face cause hes plenty strong enough

thats what i thought but then i started thinking and he uses the rods to control pein because he is imobilized because of the rods

The rods are permanent if he wishes to control the dead bodies with his chakra. It's just like a computer, He is the Modem/Router and the dead bodies are labtops and other WiFi items, they function because of Nagato. Plus the rods are also a symbol that Nagato is linked or associated with Gedo Mazo, that statue that Akatsuki uses to seal away the Tailed Beasts, so it's like Nagato is with the statue unless he is killed, then I think the rods disappear or fall off. And if someone else is linked with the statue I think that they will get the rods as well.
He doesn't take them out and fight because I think he can't walk, his legs were badly burnt or damaged when he was fighting Hanzo. That could be a reason why he has those support spider leg things.

When he summoned the Gedo Mazo statue , he putted those rods in his back in over to control it . Later he figured that he can control the 6 paths of pain by using them , so he stayed that way in order to control them and bcoz he is stronger that way
Agreed.
I got another theory that when he summoned Gedo Mazo those rods reached in so deeply, those rods somehow entangled within him that those rods are pernament and if removed he's dead.

He is the Network server ... Gedo mazo acts as the router and the things sticking out of his back are the antenna thro which he sends signals ... in return the gedo mazo does the work for him xD

nagato's legs were burned in his fight with hanzo, so he cant walk and therefore not fight. so he uses the staffs to send chakra in the staffs of the dead bodies in order to control them.
