Why doesn’t Naruto and Sasuke learn from the Hokage Scroll?

I mean seriously what is the whole point of a scroll full of forbidden powerful jutsu existing if they don’t bother learning from it. Naruto learn Shadow Clone thanks to said scroll, we even know in that scroll has the jutsu to unleash Bijuu.

That scroll may contain Uzumaki jutsu in theory. Naruto should have 1 Shadow Clone learning those jutsu and Sasuke when he has free time study the scroll.

I agree, I think by forbidden jutsu it means those dangerous to the user.

Also for the ones that are being used on , like edo tensi needs a living vessel and oros body possession. I think forbidden tech like the 8 eight gates, death reaper, deidara life bomb and anything that requires a life is forbidden but is ultimately over powered and can be a double edge sword.

Why do they need to learn from the book?

Most of the jutsu in the book are either useless, dont fit their fight styles or too risky.

Why dont Naruto or Sasuke learn the FTG technique, arguably the most useful and versatile ability in the series.
Before someone says "Ameno >> FTG and Naruto's fast already", Ameno does not travel literally across the world and FTG could transport separate entities and abilities whilst Naruto's speed can not. If Naruto had the FTG marked Kunai he could have easily transported the blast in Konoha and not gotten captured.

The FTG jutsu might be in the Hokage scroll seeing that the 4th Hokage and his guards knew the jutsu.
