Madara was able to use Susano with his Rinnengan, so that is proof Rinnengan can use MS jutsu. Madara never demonstrated other MS when he had MS, EMS and Rinnengan.

If the rinnegan user also happens to possess mangekyou sharingan (ie. Madara, Sasuke) then yes. Otherwise no (ie. Momoshiki).

It is also notable that a transplanted rinnegan that comes from an Uchiha doesn't seem to give the borrowed rinnegan user any sharingan/mangekyou related abilities (ie. Nagato couldn't use susanoo or any other sharingan related techniques despite his rinnegan actually being Madara's eyes). Also, it would appear that only the original owner of the rinnegan eyes can use certain techniques (ie. Nagato can't use limbo even though they are Madara's eyes, and Madara can use limbo).

Bad example. Susano could be used without MS, or even eyeballs, so you can't use that as proof.

You can still use Susanoo, but you will lose your specific ms abilities in each eye - ama, koto, tsukuyomi, long/short range kamui etc. Sasuke kept Amaterasu in his left eye, cuz his Rinnegan is different.

I don't recall, but then again the only time he lost tomoe's for quite some time was in the gaiden iirc.

Yes but not perfect Susanoo, and unlike the 6 paths which are used via bodily action Limbo and Ameno are also eye techniques. That implies that the Sharingan/Rinnegan evos retain their original abilities(cast jutsu via the eye) in the new form.

U guys are slow hagaromo gave sasuke his pure yin chakra and evolved his EMS into the rinnegan but a watered down rinnesharingan its because it was an ems that had rikodou chakra enhancement that would logically equal a watered down rinnesharingan

Because its a special Rinnegan it works atypical to Rinnesharingan.

Rinnegan doesnt regain MS techniques and cant be used through them. Susanoo is an outlier it has no ocular restrictions.

Madara never shown any specific MS apart from Susano, we don’t even know what his other MS jutsu are. We don’t know if Madara lost them or not since he never revealed his other MS jutsu to begin with.
