Can a Rinnegan user use MS abilities?

Madara never shown any specific MS apart from Susano, we don’t even know what his other MS jutsu are. We don’t know if Madara lost them or not since he never revealed his other MS jutsu to begin with.

Madara has another unique skill often overlooked he can remote control Susanoo weapons.

True, but we do know that he wouldn't be able to use them with Rinnegan. These specific MS powers are dojutsu, not because they require one to unlock (like susanoo), but also require eyes to use. They obviously also fall to their own category, like tsukuyomi is dojutsu and genjutsu, amaterasu is dojutsu and ninjutsu. Meanwhile Susanoo is ninjutsu, and it's only labeled as dojutsu, because it requires it to unlock. However after awakening it, Susanoo no longer requires dojutsu to use.

Itachi maintain his without Sharingan during Sasuke's fight, Madara used his without eyes, Sasuke while using PS against Madara's CT, Kaguya and Naruto, had 3T in his right eye all the time, instead of EMS. In both Boruto movie and manga, his Sharingan was turned off when he cloaked Kurama's head with Susanoo during chunin exam.

Unlike the Susanoo, specific MS powers are being "casted" directly from the eyes. Sasuke ignites with amaterasu whatever he looks at with his left eye. Itachi's tsukuyomi require eye contact with his left eye. Kakashi's kamui sniping also targets whatever he aims for with his left eye. Obito while transfering himself/others they're also visually being pulled in into his right eye.

That's why Uchiha's who had MS before Rinnegan, will keep the generic 3rd power - Susanoo, but will lose their 2 specific MS powers.

Now if you look at Madara and Sasuke examples, they both were kind of lucky.
Sasuke awakened only 1 Rinnegan in his left eye. This would be actually bad if it was standard Rinnegan, because he controls black flames with his right eye, so with the standard Rinnegan in his left eye, he would lose Amaterasu, so without the ability to create black flames, his right eye which controls them would automatically became useless. In his case, by awakening 1 Rinnegan, he would lose 2 MS powers anyways. Luckily for him, his Rinnegan kept sharingan powers.


Madara's case is quite simple. He never lost anything by awakening 2 Rinnegans, because he never displayed his 2 MS powers anyways.
