Of course you can and Naruto gave the reasons why. One nurtures shinobi the other doesn't. One requires a persons individual skills which he develops with the tool the other doesn't.

Naruto's quote is ironically going against his own ideals to nurture new shinobi. Using scientific tools would bring forth a new era of ninja, ninja who by Ibiki's definition of shinobi would be valid to still uphold the title shinobi.

Maybe that's why you don't understand that the point of chuunin exams is show off the Village's shinobi raw power.
If someone steals the technology from Boruto he is as good as a earthworm, and that's completely the opposite of what a Chuunin exam winner should be.
Lmfao, and it finally comes out. Right or wrong are simply perspectives created by society to instill one with positive or negative thoughts on their own actions. Everything is grey in the end. Cheating, not cheating it doesn't matter both actions are no better morally than the other. The one that progresses you further in regards to your goals, and objectives is the superior.
All in all, cheating is a ninja like thing. I don't know why this is even being argued against.
