Naruto understands it better than you think. A shinobi who becomes reliant on tech would be no different to anybody else in a sitaution without tech. They would get negged if they lost their tech or it failed, which would defeat the purpose of them becoming ninja. Naruto wanting to nurture their ninja ability before considering tech is the most sensible and valid approach, it mitigates the shortcomings. Ibiki's quote doesn't disagree with Naruto's once it's properly understood.
