according to this Sasuke was already on chunin level during exams after this Naruto defeated Gaara who this Sasuke was not able to do.Now let me give you some reasons why he can be stronger than Sm mitsuki.

1)When Sasuke go to Orochimaru he put him in a box where Sasuke gained strength enough to beat Naruto (the one who defeated better version of gaara from chunin exam) without using sharingan.

2) In this fight he awakened all 3 tomoe.

3)He also have c1 mode for power.

4) Then finally he have c2 mode .

After analysing this I realise Sasuke could win against Mitsuki in c2 mode the powerup he got is good enough to handle him I mean Sasuke was fast during chunin exams and with all 3 tomoe and c2 mode he could extend it even further and everyone knows chidori is better than purple lightening.Besides he could also use that black chidori to beat him.

Sasuke's CM is a variant of Sage Mode itself and unlike Mitsuki he can maintain it.
