Naruto and Sasuke were pretty evenly matched in taijutsu during the VoTE 2 fight after they fought without any chakra or doujutsu. Sasuke was getting owned by Kinshiki and later by Momoshiki while base Naruto did pretty well against fused Momo so I'd give this to Naruto easily.

At the penultimate stage of their battle at vote2, Sasuke landed more hits on Naruto.

Sasuke. Without modes amping him to his herculean strength he's completely inept against Sasuke who can match Naruto at his peak strength (RSM) blow-for-blow. Taking it away, along with his clones for feints, is really asking for Naruto to get his teeth knocked in.

Give him Sage Mode at least minus the sentient chakra, and he could stand a chance. But then Sasuke is a lot stronger than Pain was when he was alive, much stronger, so he still loses in my opinion. Base Naruto, therefore, simply gets brutalised.
