I dunno. In an all out fight, based on feats, I'd go with Doflamingo. But Kuma doesn't necessarily need to fight since he can just teleport Doffy very, very far away with a single touch.

Don't think so. Kuma repels everything but I feel like Tryant Kuma (pre timskip) would destroy though. Kuma's devil fruit is a different type of haxness and I feel like there might be a possibility that Kuma could've been on Hawk eyes level (wild speculation) but that's just my opinion.

Kuma is one of the last Warlords that the straw Hats will encounter so besides plot reasons, we might be able to assume that Kuma will be stronger.

I'm starting to think that these panels actually do reflect the strength ranking of the Shichibukai at that time, with Weevil being between Mihawk and Doflamingo.

The only thing that I find to be very questionable from this is Hancock being above Law. Law feats-wise should also be above Kuma, but based on portrayal, I can see Oda making Kuma stronger than Dressrosa Law.

The only thing that I find to be very questionable from this is Hancock being above Law. Law feats-wise should also be above Kuma, but based on portrayal, I can see Oda making Kuma stronger than Dressrosa Law.

Personally, I think Hancock is underrated and I wouldn't be surprised if she were actually stronger than current Law. But based on what we've seen so far, it does appear that Law is stronger.
Other than that I do agree with the order of that panel.

As much as I’ve seen from Kuma, I can’t tell to what extent Kuma can go with his DF. It’s better not to underestimate Kuma just because his bounty is lower than Doffy. I see Doffy in a desperate time against Kuma would use Bird Cage. Kuma’s only solution to get out of Bird Cage is beat the shit out of Doffy. I could see Kuma could take down Doffy on normal difficulty.

You’re only saying that because you personally feel that Doflamingo is stronger otherwise what you’re saying doesn’t make sense because law is not weaker than Hancock like you said.
If anything that list looks like those who joined the world govt.
