To be fair, a room full of genin probably isn't the best source for hype. No one even calls Gai fast or is amazed by his speed in his entire career except when he uses the 8th Gates, so, going by your reasoning, CE Lee > 7 Gates Gai .

I cant say but Lee had a base speed stat of 4 at the time. When he opens the first gate the limiter releases allowing him to raise his strength etc by 5 times. He's extremly fast and managed to save to save Guy Sensei from a TSB launched by Madara Sama.

No kage has, Period.

Gaara's sand was keeping pace with base momo, It's a misconception his sand got faster, It actually stayed the same, It's just that lee was so far ahead we simply didn't notice.

Speed wise, Part 1 lee > Gaara's sand = momo = kinshiki = Adult base sasuke = Adult base naruto.

Reaction wise, Gaara was able to react to fused Momo but couldn't part 1 lee. So again lee >

So it's kinda obvious.

Part 1 Lee cannot be compared to momoshiki and kinshiki but he has a base stat of 4 in speed. Databooks do not count boosts I believe. So if in base he is that fast then with 5th gate he could beat certain top tiers like Mei and kitsuchi(who have near zero speed feats) but taking on Tsunade and A and Orochimaru etc is fanfiction.
