I know that, being or have abilties worthy of a kage is simply a testament to whoever’s ability as far as rank is concerned. I’m asking the question because I have a particular person in my PM who has this wild idea that a particular Sannin doesn’t qualify.

Lol please don’t bring up Sakura, threads usually go ape sh!t when it points out Sakura for strengths instead of her weaknesses or something even anything positive in reference to her character. He tried to copy Lee and he didn’t achieve much and Sasukes body wasn’t asstained to copy Lee’s entirety, orochimaru was the better choice.

No it’s not in this case because each kage at some point was qualified to be a hokage, anyway that’s not what I’m asking. I’m asking if they could’ve be considered to be kage.
