Kage potential at the very least seeing as how Orochimaru would have been given the Hokage seat if he wasn’t insane.

Jiraiya was the go to when Hiruzen died.

And Tsunade was chosen next when Jiraiya turned it down.

I’d imagine Sasuke would be looked to to take Naruto’s place if he died....and when he turns it down, they’d give it to his wife who’s next in line and has also been trained by a Hokage.

All 3 of them meet the prerequisites. And I’m not just talking battle power either. All of them at some point have led up a unit of ninja at some point in the manga and people seem to have looked to all 3 of them at various points. They all can handle their business in that regard and any of them would make suitable Hokage

OT: Yes Orochimaru was a Kage candidate, the elders wanted Jiraiya to replace Hiruzen and he mentioned Tsunade. The elders accepted she's worthy so they're all at least Kage level. As for their students they're at the same level(Kage+) or above.

Ps. Nobody knew about the Sannin and their prime they were considered Kage level due to what was known during the war or Hanzo's time. Tsunade disappeared after that, Jiraiya went off on his journey and was tracking Orochimaru and Orochimaru was experimenting on people.

Every sannin are kage level at prime. Jiraiya definitely is not by the way. He got blitzed by three paths and had to retreat several times in one fight.

Tsunade Oro and Jiraiya are very powerful. Jiraiya stood out to pain. Oro stood out to third hokage and tsuande stood out to madara and oro.

Yes yes the sannin and their trainees the “neo sannin” are at the very least kage level, with 2 of the 3 neos’ being clearly above any kage
