Chuunin exam lee is obviously not kage tier(he can blitz old hiruzen in 5 gate) and was just above Neji after opening 5th gate so he cannot match with prime Kage tiers at that point. War arc lee would come close to beating Chojuro and Kurotsuchi with 6th gate but will still lose because they have better feats of taking on opponents who gave even Naruto and Sasuke some trouble. Adult lee could defeat them with 7th gate.

Well in fairness. Madara was literally attached to the incomplete Juubi at the time.
