To be fair just because someone is a Kage of one country doesn't mean they are stronger than every other ninja from every village aside from the Kage. Idk how much Chojuro has grown since the War arc but I would argue 6 gates War arc Lee was > War arc Chojuro or Kurotsuchi. Plus Lee has his trump card, Drunk Lee, picture drunk 6 gates Lee.

Can we all take a minute to recognize how stacked the leaf is? The Hyuga, Lee, Gai, Kakashi, Naruto, Sakura, Sasuke, SHikamaru, CHoji, Shino, Konohamaru, KIba (he's jonin) and the rest. There are literally about 10 kage class fighters, upper tiers might I add, in the leaf. Lee war arc is stronger than every kage except Naruto, easily.

Lee has physical strength, but he lacks versatility. Chojuro and Kurotsuchi can both restrain the enemy and deal sufficient damage in CQC. Kurotsuchi can put up defences and has large scale attacks and Chojuro can fire long range chakra blades with Hiramekarei. Lee is a one dimensional combatant. The both of them are also former Kage bodyguards and went on to become Kage themselves but we don't know what Lee was doing during the blank period so one could argue they have more experience when dealing with delicate situations

Nah this is debatable when considering 6th gate Lee.

(1) being a kages body guard doesn’t make you stronger than or more skilled than someone who isn’t. Kankurō was a kages body guard but your fav Hinata along with a list of other characters are stronger then him. And as it been pointed out, being a kage doesn’t make your the strongest in the village or solidify you as being stronger then someome else by default.

Well in fairness. Madara was literally attached to the incomplete Juubi at the time. But I would probably go with Lee regardless I mean he and Guy are literally the pinnacle of combat ability at least where Taijutsu is concerned. Even though Chojiro and Kurosutchi are Kage they most likely couldn’t keep up with 6th gate without some real problems.

Though in raw strength Kurosutchi did land a solid and powerful punch on a combat specialist Otsutsuki who was able to keep up with Adult Sasuke so that is a feat that should be credited to her.
