The 5 biggest nations are allies.
That's as close to peace as it will get. But lesser nations are still going about their business being shady.

It's so Boruto can educate everybody in the art of cheating, on a more serious note there's nothing wrong with a little healthy competition. It keeps everybody ready and on their toes also competition drives everybody to they and be the best version of themself(Boruto's case cheating).

Think of it like Boku No Hero's tournament now more then it being something to breed killers
They have tough safety rules now too, I remember in the Forrest of death we had literally every kid killing each other without Konoha batting an eye.
Now being a Ninja is some elite protective security force that can also lead to you getting other career paths.

Just like what kakashi said to bourto " are you willing to break your arm do you have the resolve to do whats necessary to survive". Even yho boruto has a skills for a high lvl chuinning he doesny have the mentally of one nor bourtos generarion. Peace made then soft and in battle that alone can get you killed. Chunining exam is just yhe start/ small fractiom of what it means to be a ninja that can performs missions B-S ranks.

& maybe get a taste of fighting other ninja since chuunin and up only can take missions involving fighting other ninja(technically even though our heroes always override that rule)

In Naruto’s era the threat was the Akatsuki and The villages were not allies. In Boruto’s time it’s Kara and the Otsutsuki. Plus not every ninja accept this peaceful area and are still a threat.

Like any Military, they still need to train and undergo the daily regime regardless of the tranquility between nations.
