There is no way Temari can react well enough to cast a ninjutsu considering she will first be caught off guard, will have to turn around and then swing her fan. On the other hand, Kurotsuchi will have the head start due to a preemptive strike, doesn't have to turn around and is far faster than Temari in all forms of speed and reactions. Temari would be lucky to block Kurotsuchi with her fan, let alone have a chance at defending herself. Even if she managed to use her fan as a shield, it isn't durable enough to block Kuro's punch and even if it was, the fan will be taken out of Temari's grasp and smash her.
