a summoning can be summoned anywhere, it is written in the ground cause it is the most basic and easy way to explain it( at least i see it that way). pein summoned on the stomach of someone, guy on the last manga summoned the turtle on the air, i dont see why he couldnt summon smoething on the water, even on the 3 tail filler arc, the seal is on the water( and im doubting if narto summoned a toad on the water too, dont rrememer that filler that well)
