i don't know which episode exactly. i think it's when Kakashi told Sakura that she has amazing chakra control and then said something about Genjutsu it's from the earlier episodes 3 or 4 or 5 or 6

I know to what you are refering ,he said she has great chakra control , medical ninjutsu and Ces and said that she was genjutsu type nothing about question I asked .

I'm not sure it does. You just have to be smart and i guess a genjutsu type to be decent. Even with the mizukage references it he only points out that he has yin element so he uses genjutsu.

I don't think chakra control is related to casting genjutsu. But since its affected the flow of chakra within someone i could see chakra control being useful for breaking genjutsu. I dunno though. Never seen much talk about genjutsu in the series like that
