Seals are also not always a requirement because a jutsu can be implemented without seals depending on the users skills and chakra supply. Seals are sometimes formed just so the user can gather chakra. Its not a prerequisite for every jutsu at the advanced levels.

I know I never mentioned seals I was reffering to the strength of the jutsu itself. Take the lightning chakra mode and kumite of the 3rd Raikage both are B rank but if a lesser users them they'll be weaker than if the 3rd Raikage or a stronger shinobi uses them.

What I assume purple lightning to be is like daruis black lightning which is enhanced lightning

We saw kakashi use it multiple ways now one as a projectile and other as a full body shock so it's a powerful and versatile ability and it's kakashis so he definitely wins

one with purple lightning the other with all of Butans moves (no swords)

It all comes down to how you use it but if we're talking which is stronger I'm assuming kakashis
