Why does it even matter? Naruto novels aren't canon, so your point is mute until you can provide some manga scans of Fugaku being on par with Minato.

The Itachi shinden novel confirms his accomplishments during the 3rd war were on par with Minato's. The elders(Danzo) and the others hid them from the village which was also a reason the Uchiha were fuming. His epithet was Wicked Eye.

They really can’t be tho by nature, minato “single handedly” pretty much took care of the 3rd ninja war, this is a well known fact. Fugaku might or might not be close to that level, but unfortunately, like you said, if he was, anything he did was behind the scenes and or added on later. And let’s be honest, the only reason anyone buys it is cause he’s the head of the clan. On top of that, the bias needs to end for reals, people will knock hiashi but praise fugaku.(not you personally, more of a uchiha fan thing, just thought I’d mention it cause fugaku is on that most over hyped list)

We don't know how works Shisui's teleportation. We don't know also if Shisui had Susano.

The big problem for Minato it's Koto Amatsukami , the second most powerful Genjutsu. And Uchiha's Genjutsu are very hard to skip.

To win , Minato should attack fastly Shisui.

So I think that Minato won high diff.

Outside his one very OP and temperamental genjutsu? Minato was just above him. If Shisui was allowed to grow older and develop without some bs disease ex machina- he would've been stronger than he or Itachi.

No, not at all. We know that somehow Danzo was able to rip an eye out of him (same danzo that got his ass handed by Sasuke, same Sasuke that gets negged by Minato so bad it goes all the way around and somehow becomes good ) so at a first glance he aint that impressive. We know that his nickname was "shunshin no shisui", pretty much hinting that he cannot use proper teleportation like FTG (And Minato's Shunshin wasn't anything to sneeze at, according to Tobirama).

At the very best, with both eyes, he has one (or two) shots against Minato based on his genjutsu, and maaaaaaaaaaaaaaaaaybe a Susano'o if he could use it without cracking from pain, but 99% of the times Minato just destroys him, because in the end, it's not like kotoamatsukami is total mind wipe, I think its a subtle control to make the target share their opponent point of view, so I largely doubt that it can be properly used in battle.

Fugaku Famous? Not as Minato. Minato won the war, Fugaku was only a subordinate from Minato. Minato was the leader.

Shisui stronger than Itachi? Never in a millin¿on years, he was talented and so was Itachi and even more. Shisui was better than Itachi in the beginning since he was older and genius, but Itachi would eventually surpass him.

And Shisui is not stronger than Minato but his Koto is. That tecnic finishes anyone.
