Shunshin requires considerable amount of chakra. You wouldnt be able to spam it. They have no choice but to train like lee and increase it if they wanna mess with the big boys. No one trains as hard as lee or guy, hence why gai called lee "a genius of hardwork". One has to be a genius to even work hard in NV. That's what I called a "stretch", hyugas are not that likely to hardwork since they have thier clan techniques already and they keep practicing the same technique, limiting thier progression.

Naruto with a slight speed increase, if one at all, was able to not only stop Kaiten and damage Neji in the process, but also completely render his 64 palms irrelevant. Imagine if he used what he did against Sasuke at VOTE? Neji has no chance. The only one capable of fighting Naruto is Sasuke.

I don't think you understand my point. Their techs are easily beat. Sure, Neji could get faster, and his skill could increase, but the point remains that 64 palms cannot beat everyone, and kaiten can easily be rendered ineffective by anyone faster than the user.
